BPTA Committees BPTA’s daily work is conducted by its committees. Each of these committees has recruited community members who bring a host of skills that when combined provide the resources for the committees to accomplish their objectives. There are six standing operational committees: Design Advisory, Fund Raising, Paddle Trail, Public Relations, Special Events, and Strategic Planning. Charter: The Committee’s ultimate goal is the design and construction of the whitewater play park and its features.
Activities:
- Identify and evaluate possible site(s) for the play park.
- Provide a design and analysis for each specific site after Board approval.
- Identify a scope of work for each phase of the project.
- Establish timelines, construction and other budgets for the project.
- Coordinate with required consultants for the design/construction of the project.
- Coordinate with contractors and subcontractors as needed.

- Jo Ann Weber-Koenig, Chairman
Charter: Assist BPTA realize its mission of establishing a paddle trail and whitewater play park in Bend by raising funds from businesses, government agencies, local clubs and individuals in support of the project.
Activities:
- Build a “Friends of BPTA” program and gain the financial support, involvement and interest of paddlers, local clubs, the business community and all others interested in paddling on the Deschutes River.
- Write and submit grant proposals to national recreational/paddlesport companies and government agencies to request their support.
- Build alliances with the Bend Metro Parks and Recreation Foundation, and other local agencies, to expand, coordinate and strengthen our joint fund raising efforts.

Charter: The committee goal is to establish Paddle Trails in Deschutes County composed of rivers and lakes for safe use by various types of non-motorized water crafts.
Activities:
- Do a survey of the rivers and lakes in Deschutes County to determine their suitability for inclusion in the Paddle Trail.
- Establish the scope of the Paddle Trails within Deschutes County.
- Prepare and publish an overview guide of the Paddle Trails showing suitable water levels for paddling, put-ins, take-outs, portages, hazards, parking, toilet facilities, points of interest, camping sites and environmental issues. Paddlers will use the guide in choosing the parts of the Paddle Trails that are safe for their level of paddling skill, experience and interest.
- Identify the facilities along the Paddle Trails that need to be improved such as put-ins, take-outs, parking, toilets and camping.
- Work with the entities that are responsible for the above facilities to improve or expand them for the paddling public.
- Promote the establishment of suitable portage trails around hazardous river sections of the Paddle Trail.
- Survey the Little Deschutes and Deschutes Rivers to identify hazards that could be altered or removed that compromise the safety of paddlers.
- Identify the lakes included in the Paddle Trails that experience high winds which can be hazardous to paddlers.
- Work with the Design Advisory Committee to develop features on the Deschutes River within Bend such as a whitewater play park and slalom course for paddlers to learn, practice and improve their paddling skills.

Charter: The Committee shall promote and communicate the vision and benefits of the Bend Paddle Trail to the general public while acting as a liaison between the BPTA Board and other involved public parties.
Activities:
- Develop multiple communications strategies for information dispersal (ie: public, political, media, clubs, businesses).
- Begin or continue communications with third party organizations and agencies to involve and encourage them to support the BPTA mission.
- Use print, film, radio, television, web, and special events to inform and excite Bend residents of the BPTA mission and community benefits.
- Make additions to the website and provide current content.
- Arrange for design, printing and distribution of all publicity materials.
- Work with the board to develop power point presentations to inform various audiences of the BPTA.
- Develop capital campaign support materials and a media kit.

Charter: This committee will be responsible for developing, organizing and executing special events to raise awareness about the paddle trail and to promote the BPTA mission.
Activities:
- Create and host several special events throughout the year to promote BPTA and its associated projects.
- Work with the Fund Raising Committee to identify and develop specific fund raising events.
- Work with the Public Relations Committee on special events to support their efforts to promote and to raise awareness about BPTA’s objectives.
- Work with other interested groups or parties on events to continue strengthening our relationship with them and the entire paddling community.

Charter: Establish mutual, reasonable, and obtainable objectives for developing a paddle trail and whitewater play park in Bend and integrate them into a long term strategic plan.
Activities:
- With the input of the Board and all committees, develop a detailed integrated work plan with timelines, deliverables and costs.
- Define the critical path, aid in advancing the timeline, and monitor committees’ progress.
- Drive strategic decision making.
- Coordinate activities with other organizations and be the primary contact for Bend Parks and Recreation.
